Samara attended the 14th annual National Metropolis Conference on immigration research on Thursday February 29th. We participated in a 10-person round table on civic engagement, and later attended a keynote speech delivered by Citizenship and Immigration Minister Jason Kenney. This article review by Sonja Friesl, a Samara volunteer and Senior Policy Advisor at the Ministry of Education, looks at Preston Manning's proposal for a Model Parliament for Canada, published in the Canadian Parliamentary Review. The Model Parliament would train future parliamentarians and function as a laboratory for parliamentary reform through the Manning Centre for Building Democracy.
